1995 Corolla Rear Windshield Defroster Poor Performance

my defroster indeed is poor, takes forever and it is weak. on edmunds.com I found that toyota had issued technical safety bulletin re/ this problem, but does anyone know how to fix it.

 

i do live in CDN so it is kind of important

any comment is appreciated!

I don't live in a cold climate, but occassionally I have to use the defroster and so far, it has worked fine.

 

Does yours not put out any heat??

Maybe you have a broken wire??
