I have a 1999 corolla. My problem is that the cooling fans are running at full speed whenever the ignition is turned on regardless of actual engine coolant temperature.

It doesnt matter whether the air conditioning is on or off, the cooling fan never shuts off, even when the engine is cool.

Can you corolla land experts weight in on possible solutions?

Hello and Welcome to the forums.

At first glance - sounds like the thermostat control (ECT switch) or the relay for the fan is faulty or disconnected. This would be more likely if the fans come on when you first - turn the key to ON, but before it cranks - like you mentioned in your post. Check for simple stuff, like a disconnected ECT switch or damaged wiring (on the thermostat housing, just follow the radiator hose to the front of the block - there you'll see a connector sticking out of the housing). The fan relay is in the underhood fuse panel, behind the battery, on the driver's side panel.

If those check out fine - then it will take a little more detective work to rule out potential culprits.
