Drooping Bumper

I have an '89 corolla seca. The rear bumper on it appears to be drooping off at the sides of the car. Is this how these bumpers were made of are they adjustable?? If so, how are they adjustable? Movable screw/attachment points or take to it with a hammer??

is it screwed on properly? corolla bumpers, i understand, are usually screwed on.
