Hello all. I have a rear tire that won't move. I replaced shoes drums wheel bearing and hub. Still nothing. Adjusted e brakes all the way off. If I loosen the lugs it will spin a little more but still tough as heck. Any thoughts??

Loosening the lugs helps the tire spin? Sounds like a contact/clearance issue with either the tire (could be touching the suspension) or something inside the drum (brake shoes jamming into the hub side of the drum).
When the tire does turn, does it sounds like a metallic scraping noise, rubbing noise, etc.?
