If I remember correctly, the 1998 is a little different than the 2002 fender. Probably could make it work - as most of the fender is correct, just close to the signal lamp is where you might run into some problems. But I can't remember off the top of my head - might be as simple as cutting some extra material away or modifying a bracket to make it work.
