Assuming you are referrng to some sort of diagnostic scanner.

 

Never heard of an "All Scanner" - but they do make multi-protocal OBD scanners that ping on most models and years, OBD-I and OBD-II compliant. 

 

Some are handheld units, some require something with a bit more processing power (laptop, smarphone, tablet, etc. - depending on how it connects to the vehicle in question). 

 

Depending on what you need to do, may be better to get one specific to your particular vehicle's OBD - as not all trouble codes are universal between manufacturers.
