Air intake question

I have a '99 Corolla with standard transmission. I've noticed that when I drive through a large puddle in wet weather, the air intake system starts to make loud vibration noises (like sucking water through a straw) when the engine is revved into the higher rpm range. I noticed that there are six drainage holes at the bottom of the baffle located in front of the driver's side front wheel well. My theory at the moment is that water is spraying onto these drainage holes and getting sucked up into the baffle. I'm wondering if anyone else has encountered this problem and/or found a solution.
